Although we can't celebrate yet, as this rule just gives the executive branch (aka BushCo) the *option* to revise the regulations. The actual implementation may have to wait for a new administration to act.
Just on an educational note, HRC is consistently lame to awful... starting with their decision to not oppose the trans-exclusive version of ENDA, and going back to long long long history of just not getting the importance of using inclusive language in their public communications, despite a multi-decade educational effort by the bi and trans activist communities.
If at all possible, I'd seek out alternative organizations to refer people to in the future.
